If Tilly is sufficiently distracted and focused on the subject of conversation that she's exposing Jon then perhaps she needs clear instructions. It should be something short, simple, and unambiguous like, "Close the curtain, Tilly." You don't tell the other person something they already know and can plainly see, you tell them the part they seem to have missed.

Jon is also missing the second solution here. The important things about propriety are legal compliance and following the situational social norm. To fix it yes, Jon could put clothes on to match, or Tilly could come all the way in the change alcove, close the curtain and take off her top instead. The important part is normalized dress status in the social environment. Also, suggesting this second solution may have the effect of forcing the mental restart needed for Tilly to realize she's exposing Jon and to do something about it.

I guess that's one comparison for this situation, but missing that the other person had a haircut is a wee, tiny bit different from performing negligent display of that other person. I'm not sure what the appropriate compensation for this is.

Maybe he didn't consider Tilly might make things worse for Seth considering... y'know... she might take Jon's side here

Or maybe he did consider it, and he's just angry enough at Seth to play that card...
